Top-Ökonomen fordern Maßnahmen zur Bekämpfung der globalen Ungleichheit

Die zunehmende Kluft zwischen den Reichen und den Armen weltweit wird nach Ansicht einer Gruppe von mehr als 200 führenden Ökonomen zur Verfestigung von Armut und einem erhöhten Risiko des Klimawandels führen.

 

In einem Brief an den UN-Generalsekretär António Guterres und den Präsidenten der Weltbank, Ajay Banga, rufen die Unterzeichner aus 67 Ländern die beiden Organisationen dazu auf, mehr zu tun, um den steilsten Anstieg der globalen Ungleichheit seit dem Zweiten Weltkrieg umzukehren.

 

Zu den Befürwortern des Aufrufs zählen der ehemalige UN-Generalsekretär Ban Ki-moon, die ehemalige neuseeländische Premierministerin Helen Clark sowie die Ökonomen Jayati Ghosh, Joseph Stiglitz und Thomas Piketty.

 

Die Verringerung der Ungleichheit bis 2030 war eines der 17 nachhaltigen Entwicklungsziele (SDGs), auf die sich die internationale Gemeinschaft im Jahr 2015 geeinigt hat. In dem Brief wird angesichts der unterschiedlichen Auswirkungen der Covid-19-Pandemie auf Reiche und Arme dringender Handlungsbedarf betont.

 

Der Brief argumentiert, dass die wachsende Ungleichheit bisher "weitgehend ignoriert" wurde. Die derzeitige Methode zur Messung des Fortschritts bei der Bewältigung des Problems - das schnellere Einkommenswachstum der ärmsten 40 % im Vergleich zur Gesamtbevölkerung - berücksichtigt nicht die Konzentration von Einkommen und Vermögen bei den Superreichen.

 

Zum ersten Mal seit einem Vierteljahrhundert steigen weltweit gleichzeitig die globale Armut und der extreme Reichtum, so der Brief.

 

Er fährt fort: "Ziele sind wichtig. Führung ist wichtig. Die Weltbank und die UN-SDGs sind einzigartig positioniert, um den dringend benötigten Aufruf zur Verringerung der Ungleichheit in unserer gespaltenen Welt zu bieten."

 

In dem Schreiben wird eine bessere Messung der Ungleichheit und ehrgeizigere Ziele zur Verringerung der Einkommens- und Vermögensunterschiede gefordert. Es heißt: "Wir leben in einer Zeit der außergewöhnlich hohen wirtschaftlichen Ungleichheit. Die extreme Armut und der extreme Reichtum sind zum ersten Mal seit 25 Jahren stark angestiegen. Zwischen 2019 und 2020 wuchs die globale Ungleichheit schneller als zu irgendeinem Zeitpunkt seit dem Zweiten Weltkrieg."

 

"Die reichsten 10 % der Weltbevölkerung erhalten derzeit 52 % des globalen Einkommens, während die ärmere Hälfte der Bevölkerung nur 8,5 % davon verdient. Milliarden von Menschen stehen vor den schrecklichen Herausforderungen hoher und steigender Lebensmittelpreise und Hunger, während die Zahl der Milliardäre in den letzten zehn Jahren verdoppelt wurde."

 

Bei der Überprüfung der Ziele für das Jahr 2030 im April stellte Guterres fest, dass die Ungleichheit auf einem Rekordhoch ist und nur 10 % der Länder auf Kurs sind, das Ziel zu erreichen.

Im vergangenen Oktober stellte die Weltbank fest, dass der Fortschritt bei der Armutsbekämpfung zum Stillstand gekommen war. Sie prognostizierte, dass ohne eine dramatische Beschleunigung der Bemühungen keine Chance besteht, das Ziel der Beendigung extremer Armut bis 2030 zu erreichen.

Banga führt derzeit eine Überprüfung der Mission der Weltbank durch und steht unter Druck einiger Mitgliedsländer, wie Deutschland, sich stärker gegen die Ungleichheit einzusetzen.

 

Der Brief besagt: "Wir wissen, dass hohe Ungleichheit all unsere sozialen und Umweltziele untergräbt. Sie untergräbt unsere Politik, zerstört das Vertrauen, schränkt unseren gemeinsamen wirtschaftlichen Wohlstand ein und schwächt den Multilateralismus. Wir wissen auch, dass ohne eine deutliche Verringerung der Ungleichheit die beiden Ziele, Armut zu beenden und den Klimawandel zu verhindern, in klarem Konflikt stehen werden."

 

Die Bekämpfung der Ungleichheit ist demnach kein eigenständiges Ziel, sondern alle wirtschaftlichen, finanziellen und sozialen Maßnahmen sollten hinsichtlich ihrer wahrscheinlichen Auswirkungen darauf bewertet werden. "Dies würde unsere gemeinsame Ambition signalisieren, eine gerechtere Welt zu schaffen", fügt der Brief hinzu.

 

Max Lawson, Leiter der Abteilung für Ungleichheitspolitik bei Oxfam International, sagte: "Der Kampf, die Kluft zwischen den Reichen und dem Rest von uns zu schließen, war noch nie so dringend. Eine dramatische Verringerung der Ungleichheit ist der Schlüssel zu einer besseren Welt und zur Bekämpfung des Klimawandels, bevor es zu spät ist."

 

Matthew Martin, Direktor der Kampagnengruppe Development Finance International, sagte: "Wenn wir jetzt nicht ernsthaft damit beginnen, die Ungleichheit ordnungsgemäß zu messen, werden wir sie bis 2030 niemals ernsthaft reduzieren."

 

Ein Sprecher der Weltbank sagte: "Die Ungleichheit ist weltweit inakzeptabel hoch, da die ärmsten Menschen weiterhin die höchsten Kosten der Covid-19-Pandemie und ihrer Folgen tragen. Die Weltbank setzt sich dafür ein, Ungleichheit in all ihren Formen anzugehen - der Weg, um sicherzustellen, dass niemand zurückgelassen wird.

 

"Wir stimmen zu, dass wir mehr tun müssen, um Ungleichheit anzugehen, und dass wir Fortschritte besser messen müssen. Die in dem offenen Brief vorgeschlagenen Ideen sind ein willkommener Beitrag zu dieser Diskussion."
